I know senior raters have profiles that they must abide by. Example: no more than 50% of officers rated at that rank can receive an "above center of mass" rating. What if one Battalion is full of great officers and another one is just mediocre? There would be a lot of officers receiving COM who may deserve above COM but cannot recieve it due to the senior rater profile.

 

Do you think content of the OER and difficulty of the actual duty position the officer is in plays a greater role than the actual rating? Thoughts?

Sometimes you get COM because of their profile. I was the first person that the SR ever SR'd for and therefore I got COM. However, I got a ACOM write up and I believe (and hope) that the board will recognize that as the OER does show their profile and it shows I was the only one he ever SR'd in that grade.

Sir, that's the same issue I have ran into. I'm currently in a MAJ position, and I'm the only CPT in my TCM. My SR had to give me a COM for my first OER, and then gave me a ACOM on my next OER.

the limit for ACOM or "best qualified" is actually 49%. The new OER puts a 49% limit on raters, too, for top-block. lots of raters learning how to do OER math since the new OER came out.

GOOD-Its about times, they stopped giving Commissioned Officers and other inflated ratings with little or no substance. Just based on Politics!

I think that would be a prudent method. However, some Raters/Sr Raters don't always do a great job of painting the picture regarding their expectations, metrics and criteria for superior or poor ratings!
