Here is my solution. Instead of an across the board cut where everyone takes a hit, change how BAH works. Make it somewhat like the Overseas Housing Allowance. Set a max cap per rank (and fix the fact that Officers seem to get a LOT more money than enlisted) Anything NOT spent on rent will then be withheld. A soldier would present a copy of his or her lease to Finance and their BAH would be ONLY that up to a set cap. Set a separate amount of utilities based on an average use in the area. That will be your utility allowance per month. No soldier would be allowed to pocket leftovers. If the point is to save money, you must also factor in the cost of administration. <br><br>What I definitely don't want to see is a reimplementation of the race to the bottom BAQ/VHA system.<br><br>I did like the proposal of the dependent indifferent locality allowance. Not only would it save money but also eliminate some of the inherent unfairness of our compensation.<br><br>Cuts to the commissaries are in my mind a no brainer. I have yet to see any real justification for the continued existence of DeCA when that function could be served through NAF.<br><br>Health care costs are going to remain expensive regardless of what the DoD implements.
