They earned it. On the other hand, the AF has the F-35 debacle along with many upgrades to airframes. If just a quarter of that money was moved to manpower, would they have enough? I was told it was due to lack of Funding and personnel. When this was rolled out I was an Active Duty Staff Member for the Travis AFB Honor Guard. When we received this instruction it affected the Retiree funerals only. The 7 Man Firing Party was changed to a 3 Man Firing Party still with 3 volleys. The Active Duty Funerals were still done with a 7 Man Firing Party and 3 volleys. Not sure if this has changed since then. I think it was 2013 when guidance came down stating that installation commanders had the discretion to limit military honors to the statutorily required two man flag fold and the playing of taps if they couldn&#39;t support firing parties due to the lack of funding and/or personnel. Our base still provided firing parties despite this guidance though. This policy didn&#39;t impact active duty funerals at all though. Fallen active duty members still receive a full 21 man team. I struggled watching a Marine Corporal in dress blues with a gotee. We expected to see the reserve unit show up but the funeral home contacted these folks. While I appreciate their efforts, I felt cheated for my friend. There was one Marine, with gotee and the rest Army. Whenb I was living in NorCal several years ago a new National Cemetery opened in Vacaville, Ca. Several members of our PTSD therapy group got together and decided ALL veterans would receive a proper send off. They outfitted themselves with BDUs, borrowed rifles and provided an honor guard with taps at the funerals. I do not know if they are still doing this but it&#39;s something to consider. Lower manpower means I don&#39;t have people to give up to do additional duties (however important they might be) if it means I can no longer get the primary mission done.<br />I think other extra crap like Tops in Blue should be taking funding hits before we do stuff like this, but realistically, just doing that wouldn&#39;t affect this policy. It all comes down to manning. We are at a historically low manning level; the lowest we&#39;ve been at since WWII. I know, because I had to go through three freaking Reduction in Force boards in my career and didn&#39;t make it through the last one. I&#39;m now only a veteran and would only get veteran honors anyway unless I can get a Reserve retirement (working on that still) and this policy is changed. Nothing will really change unless funding/manpower is fixed. This is just one of many things that happens when the overall budget/manpower is reduced but mission requirements don&#39;t seem to change. Do more with less is a fallacy. This is an example of that - we end up doing less with less. A few years ago, my unit was in charge of funeral details for the greater NYC area. Funding did take a hit. Most of the funeral details were performed by reservists. The minimum was a flag and taps. Often that was all we could provide. The funding started to dry up right around 2013, after sequestration was threatened and continuing resolution forced level funding to previous years budget.
