I submitted a conditional release well over a year ago. Packet is sitting at state. I'm about to be done with ssd but currently no open slots for E-5. IG is my last resort but not sure what else to do.

The NG does not have to grant you any conditional release. You signed a contract and have an obligation. An IG complaint would only help if your request was sitting at your S1 and not being forwarded up for approval. By your statement it seems like its already at the level for approval it just has not gotten sign yet. Reach out to your 1SG and Commander and see if you can get a status on your request. If they can give you no information then maybe you can contact the IG but exhaust all your chain of command options first.

I submitted packet March2016. Got an update shortly after that it was at state level and that's where it's been since.

Yeah that seems a bit unreasonable. Here in Colorado I've seen them run about 60-90 days before approval/disapproval. Have you requested to talk to your BN CSM or BN CMDR utilizing their open door policy?

The Army does not owe you a conditional release, but they do owe you an answer. Withholding an answer for a long time in the hopes that the Soldier gives up is something I have heard to many times too dismiss.
In my experience, it is the squeaky wheel that gets the grease. IG is an option, but ensure that you have expended the CoC option before going there. It may just take a little commander engagement to get the answer that you're looking for.

SPC (Join to see) - Filing an IG complaint is protected communication. Retaliation against an SM for filing one will get a commander fired.
Asking people to do their job is not asking too much. You have been far more patient than I would have been in the same situation.

SPC (Join to see) - well finish SSD1 go to WLC and from my understanding they don't half to release you if they don't want to for whatever reason. What did the Unit do that they are suppose to do?

I understand they don't have to release me but my goal is active and if packet is denied I'll submit another. My issue is they won't give me an answer. It's sitting on my AGs desk and has been. My chain of command is dragging their feet. I get the same update everyone I ask for one and there has been plenty of time for it be answered.

SPC (Join to see) - Ok there is the problem. I would not use IG I would use the open door policy and work my way up the chain of command until you get an answer one way or another.
