I need to know what the instruction is on about conducting PT in cold weather. And what to do when it is to cold.

If it's anything like Army PT, then don your winter PT gear and go run. If it's really cold, add long underwear underneath the PT gear. And if it's really, really cold, may have to get the Sr. NCO to make a judgement call. By the way, how cold are we talking? I know NC can get cold, but probably not as cold as Drum in the winter. Those Soldiers still do PT. You could also look into gym PT and do aerobic exercises inside.

Like down to 37, they want us to go way way out of our way to the base gym instead of our hospital gym which is good enough, And it's only like 5 of us...

Who is calling the shots for your group? A meeting may be in order to suggest alternative PT for cold weather. I agree, 37° is cold, but I have ran in freezing temps at Ft. Campbell. Just had to add some more layers. By the time we were done running, I was sweating pretty good, but I can't function that well if I'm too cold. Just remember to get somewhere warm soon after running to prevent getting sick.
