I'll be impressed if he can check five of those items off his list. And changing the PT uniform doesn't count.

I would have to go with 5 and 8.
I think holding people accountable on and off the battlefield already incorporates many of the things that are wrong, especially rape and sexual assault. You can not stop that until you hold the rapists accountable.
R&D and modernization balance out the tech side of the military making it more effective and efficient across the board.
