Yes, if they are not in the barracks, DFAC unavailable, or convince an O5 Commander they should draw BAS.

Sure. I had a PV2 on separate rations/BAS. We did not have a DFAC nor a Barracks on the installation. We had an MWR Recreational Lodging Room we put him in.
