I'm at a loss to identify what your question is, but I'll try to give you enough information to let you understand. Commemorative medals and ribbons can recognize any number of experiences. They are available from some commercial sources, and they do not conform to a standard design. The ribbon you show is from American Military Medals. Medals of America has a different design. They are not authorized for wear on military uniforms, but you can build an impressive shadow box display

It's an unofficial medal, likely created by Medals of America, to commemorate the liberation of Kuwait. It's not authorized for wear by any service member as it's just a commemorative (read: fake) award.
