I have heard it my whole career the four pillars of the barracks are Clean, Safe, Secure and Functional. I can not find this in writing anywhere. While it is a great guideline I wanted to research it more, but it is nowhere to be found. Does anyone know where to find the literature behind this old adage?

I just wish that SM today could feel comfortable when off duty but they are put on a short leash and this annoys me. It is a residence not a human ant farm.

1SG you know better given some of the Privates that barely pass the ASVAB... they don't have common sense and can barely read... so for liability purposes it has to be written down. Why else are all FMs and TMs written at the 8th grade reading level?
