Why would an American Citizen need a passport to travel within the US?
Wait... I have heard some rumors about certin state Drivers licenses not being considered valid IDs. Perhaps this has something to do with that.
Honestly though, get both of yourselves passports, and get out and see the world... before you have kids and are trapped. I mean, uhm, have the joy of devoting every moment and every vacation to your children

Do not fight the Big Green Machine! Go get a passport for her! It is a great ID to have when boarding commercial AC also!

SPC (Join to see) Number 1 - NO is the answer because you're still in the United States (Hawaii is the 50th state), yes the Army calls it an overseas assignment but only for distance purposes. I'd say if she does not have a passport then it's always a big plus to get one because she can easily go visit other close countries from Hawaii and then she'll need a passport for them.

SGT Ej P. - When I looked up No-Fee Passports the website said that they can only be used "during the commission of official duties only". Vacation travel requires a regular passport and you are permitted to be in possession of both passports at the same time.

SSG Laurie Mullen yes only for official - diplomatic travel only - his spouse will not be on official business travel with him like going TDY to say, Europe while being stationed in Hawaii.. She will not get one if she's not authorized to have one (example not a DoD or DA civilian on humanitarian mission) she'll need a reason to get one and PCSing to Hawaii is not a reason to have one as what he is asking. Personal passports is not needed either but good to have. SPC (Join to see)
