Do Soldiers in the Reserve still have secondary and primary zones for their promotion boards?

I have a friend in the Reserve who’s packet is complete, but the 1SG refuses to send their packet to the promotion board. Does AR 600-8-19 apply to the Reserve when it comes to being in your “zones”? I know active duty was changed for the very reason that commanders and 1SGs were not allowing Soldiers to go to the board. Is this still applicable for the Reserve?

Begin with the doctrine; took me 60 seconds.
The picture quality isn't great, but it's better in the actual AR. The AR also states that CDRs may not impose more stringent criteria for eligibility. I'll tell you like I tell my drill sergeant candidates; Armor yourself with knowledge.
