I have VA dental, but have to pay for 2 to have the TRDP for my wife.
Is there a way to pay for only a spouse?

For the TRDP program, your wife cannot have insurance without a sponsor. You are the sponsor. Hence 2. You can also call Tricare at [login to see] . They will be able to officially answer this question.

Not correct. See my post from MOAA on this subject which outlines the situations where sponsor's spouse can be enrolled alone or with her family members. Title of post was Hope this clears up this area of confusion on the sponsor not having to have the dental insurance in order for spouse to have it.
