I made the E-5 by name list for January 1st. But my ESB and PPW still has me a SPC. Is there a reason why I didn't get promoted on the 1st?

It usually means your BDE simply hasn't produced your promotion orders yet. HRC tells them who is promoted, but it's your Brigade's responsibility to actually go in and promote you in emilpo.

Its only the second, so dont sweat it.
The orders would come form BDE as stated before and then your CO or SQDN would hold the promotion ceremony, money wise, it will all be back dated to the 1st as thats what the orders will state.
On a side note, that is absolutely ridiculous that BDE requires what you stated below, like seriously someone has too much time on their hand, and thinks too much of themselves to make that a "rule".
