Does the ETP By-Name list drop after the regular By-Name list?

Or are they the same? I've got my P, I have enough points and I should fall under the ETP, but I dont see my name on the E5 By-Name list for April. I'm trying to find out if I just need to be patient, if I'm wasting my time waiting, or if I've been once again bamboozled by my command. Any knowledge is helpful, thanks y'all.

As far as I can understand, if you are referencing the promotion ETP for not having your NCOES school in order to pin on, it is only for promotion to E6 and E7. Someone correct me if I'm wrong. If you have your "P" as in you are SPC Promotable, then you would already have had BLC done. Otherwise you are not SPC Promotable until you complete BLC.

Unless the Commander says otherwise with a valid reason, once you hit your PZ (for both pinning E5 and E6), a board isnt required.

An ETP that was push out stating the requirement for ALC/SLC was suspended and those without it can get promoted. Did not see anything for BLC tho, although it only makes sense that they ETP that one as well.

The ETP you are referring to is the DAG1 memo which only waived the requirements for individuals being promoted from E5 to E6 and E6 to E7 due to the necessity for resident NCOES to occur. If you read the memo, you will see that BLC, MLC, SMA have not been waived because the course can be done DL.
