How will my relief for cause NCOER impact my ability to re-enlist in the National Guard? Will I be put on a QMP list?

Good Afternoon,
I’ve been struggling with finding a direct answer to this question, and I just need some clarification as it affects my career in the military. I received a Cause of Relief NCOER( when I was AGR), however I’m no longer flagged and I was able to transfer to a different state and join a different national guard. It’s been about 7 months since then. The supplementary review has not signed the cause of relief NCOER what does that mean? Can he/she add additional adverse actions? Now that I’m M-day will this cause of relief affect me reenlisting in the national guard? Will I be put on a QMP list? and what can I do to fight it? Thank you for your help.

depends on who you know. I know a guy who got relieved of company command while in theater and 6 months later they promoted him to Major.....

You won't be QMP'ed from the Guard. Unless your commander placed a Bar to Continued Service, you shouldn't have any issue reenlisting. Are they still considering any further action due to whatever issue caused the Relief for Cause? Further adverse action would be the only thing that would put you out of the Guard. The biggest impediment is that the NCOER will show up on promotion boards for the next 5 years or so; it will make it extremely difficult to promote.

The only preceeding was release from that states AGR program, my DD 214 states honorable services, my personnel service action report is good, and my transfer orders even say completion of service. I guess I'm wondering if everything has been closed out and it appears that I'm good to go, can a supplementary review change anything on my NCOER to further affect me? Its been 7 months not sure why it hasn't been signed. I was told it's at state level and it just takes time for the adjunent general to sign it, along with alot of others.

That isn't (shouldn't be) the role of a supplementary reviewer. A supplementary reviewer is necessary when your senior rater doesn't meet rank criteria. They are really only in place to provide advice and assist the rater/senior rater regarding regulatory issues involving the NCOER (to make sure it is filled out per the policy/reg/etc. guidance). A supplementary reviewer MAY suggest changes, but it isn't supposed to be about the content or the individual ratings. Does it still happen that a SGM or Col acting as a supplementary reviewer STRONGLY SUGGESTS a rating change or addition of a bullet? It definitely does happen. 7 months later...? Unless you really left someone with a lingering grudge, I would be surprised if it changed. Until it is completely signed by all parties and accepted by HQDA, there is always the potential that it could though.
Also, as far as I know the TAG shouldn't be signing your NCOER unless you're a Col acting as a Chief of Staff or something very high on the state leadership breakdown... go into the EES system and see who you're actually waiting on to sign the NCOER. Just email that person that you're waiting on their signature. My guess is that you probably fell off the unit tracker when you IST'ed.

CPT (Join to see) - I had to look that up, I don't think I've ever seen a supplementary reviewer's comment. In my experience, the board will look for agreement between the Rater and Senior Rater, with more weight to the Senior Rater.
I had my Senior Rater pull me out of the fire when a company commander slammed me (and most of the other leadership) with a horrible OER. The Senior Rater had comments like " this officer did a superior job under extremely difficult circumstances". I believe that really translated into "the LT worked for a complete asshole and didn't kill him".

Your probably right about falling off the tracker. Thank you for your help and understanding. This advice has helped alot .

I can’t answer your whole question but I can tell you that you won’t have to worry about QMP in compo 2 or 3. So don’t worry about that aspect of things
