It has these little hooks that seem to be intended to go around the belt, but they slip off easily. Surely there's a way to secure it?

The old H-Harnes C-bely combination came with grommets the hooks went through the grommets and as long as your c-belt was buckled, it held the scabbard really well. Unfortunately, after walking 50 feet the hooks wore through your clothing and commenced to eating holes in your hide.

You get moleskin, and you get moleskin, and you get moleskin. EVERYBODY gets moleskin.

The angle is off for me, but it almost looks like a scabbard that is to be fastened to the old military pistol belts that had the brass eyelets.

That or some carried them where the bayonet would go on the left side of the pack Draw over shoulder, same-same as bayonet.

Looks like it fastens to the old alice style pistol belts? The new belts likely were not designed for this.
