Can they? Sure. The award is at the discretion of the Approving Authority. However, there just feels to me that there is more to this story than meets the eye. Denying a Soldier simply for being injured...that has hinky written all over it.

1LT (Verify To See) why would a Soldier recieve an award for going to the range? That's a 10 level Soldier task.

Getting an IWQ completed is an annual requirement.
Getting it done for your own unit is simply meeting the mail.
Now, if I had to task one of my companies to run the IWQ range to support Soldiers from every BN in the BDE, as well as BDE HHC, well then that is my company doing those BNs' jobs for them, and impacting the readiness of the BDE, and that is an AAM.

SGM (Join to see) I still maintain you guys are really just looking for excuses to "make it rain" with awards.
Marksmanship is a normal task. Running a range is a normal task.
If this is a SPC, I got it, but if this is an NCO? Quite literally just their job.

I'm not being arbitrary, I was a Master Gunner, it's not difficult. Being able to conduct unit qualification is as expected as being able to put your uniform on in the morning.

SFC Michael Hasbun - I have never worked in a unit active duty or Guard where it "rained" awards, or even surpassed a 50% rate on PCS/ETS/retirement awards.
And I wouldn't recommend a joe for running a range for their own BN.
But if we had to run a range for the entire BDE, which means we're doing someone else's job in 5 other BNs for them, where the results of that range are a BDE level impact, then yes.
