How did I get a reduction in my disability payments (was at 40%, have been reduced to 20%)?

Get an advocate involved- VFW, DAV, American Legion to deal with it for you!

I was going to make that same statement but You already have and not only do I agree with You 100% but have seen a lot of examples where that did in fact get a situation corrected.. the Reps from the VFW, DAV and even the American Legion and a few other Veteran's organizations know how to procced in matters to assist individual Veterans that You may not. Not every state has them but in Massachusetts every city and Town has a Veteran's service Agent Who can also assist with those matters and many other issues.

Actually, I suggest you find an attorney and follow that route.
I got my VA Medical Benefits at a high tier, because I made too low an income - no one spoke to this "peacetime" Cold War Era Veteran about how to chase down what is now benefitted.
Back in 1979, a man couldn't "have" PTSD, as the APA didn't codify it until 1980 and we all know that the VA doesn't actually go out and "help" the Vet get his / her due.
Anyway, longer story short, between an attorney and Sen Rubio, I'm making headway.
An VA specializing lawyer will tell you that they do change ratings for various reasons, like cures and more. The VA reviews and challenges. A Vet that gets 70% might be upped to 100% through unemployability because of the Service-Connected Disability only to loose it on some review, or tattle-tailing act, like strolling along a mountain trail...
Bottomline, find a good attorney via Google and Reviews.
