You could freeze up, hit everything but your target (that's after being trained), and with the MP's and post LEO's sometimes working the scene, the best thing is to hunker down and look for an opportunity to take offensive action or escape. With a weapon sure you'd stand a much better chance, but until the fog's cleared, to the MP's and LEO's YOU could be the one their looking for and not who it actually is. I'm not convinced that wanton open carry should be allowed on post by any and everyone. As long as NJP, 4856's, Smoke sessions, toxic leaders, and a multitude of other things are around that can directly add to the stress levels of a troop, it's best not to give the option than to regulate it away.
