Ecclesiastically, he out "ranks" most (if not all) of the Catholic Chaplains in the Air Force
2. Being a Bishop of a diocese is a lot of work. If he fails, doesn't mean the next person down the road will be as likely to fail, but the likely hood of the military allowing the Chaplain to freely accept it, will not be so likely warm. As pointed out else where, as long as he keeps his Military and Civilian commitments separated, and stays on top of everything, he should be alright. Chaplains do hold a unique position in the military. Their position can't be justified and marked off a on someone checklists saying they know their job. Well unless it senior Chaplain, even then, it large suggestive, depending on the various religion each Chaplain belongs too. Each Chaplain prepares for their duties in their own way too.

So with that wish him the best of luck. I am sure he answering what he believe God has called upon to do.
