Sounds like someone still has some sort of legal hold on you or has not released it. You say you got your admin board and I'm assuming you successfully defended yourself and the board has allowed you to stay in - am I correct?

However, the Navy can still process you out at EAOS. I'm not sure what you're intentions are - but it seems to me there are other factors that are not being mentioned in your missive. Have you spoken to your CMC (Command Master Chief)? Be upfront with the CMC - ask him to be upfront with you, you might be surprised at what you hear.

Let me be honest with you, failing PFA's is a HUGE deal these days - I had to deal with my own issues late in my own career. For someone as young as yourself to have PFA issues is not a good sign for the future - especially if I were a Commanding Officer having to consider transferring you to another command. Any CO worth his weight in salt will think hard and long about sending you to another command - only to find out you failed another PFA as soon as you got there.

With all that being said - obviously your argument at the Admin board was persuasive. You may find your current command aloof and unwilling to communicate with you; afterall you took up their challenge and won. Use your chain of command - don't jump it - the command may well be setting you up for failure. Speak respectfully at each level - don't whimper, whine or complain. Have a list of questions in your hand. If the answer is no, respectfully request permission to speak to the next person in the chain, if necessary, in writing. In fact, take a request chit with you, signed by yourself at each meeting. (I'm assuming we still have request chits - dang, it's been a day or so).

While it seems simple - it's the path you have to take. You will not be allowed to proceed with your career until you have demonstrated your progress/success in October 2015. This IS a local command issue. The admin board heard your plea and responded - now it's up to YOU to prove that you are what you claimed to be during the board.

In the end, it's all on you. You have requested the time to get into shape and pass the PFA. Your command is simply saying: "you asked, now show us" You are being prevented from transferring until the probation period has been completed.

Work on it sailor - you have an opportunity that few ever get.

I'm proud to know you....take good care of our Navy. Let them know you will go all the way to stay in. Military service is no longer gauranteed, with the downsizing they are kicking out troops left and right, for drug charges, alcohol events, PFT, Not making H/W, or any little infraction they can. Keep your nose clean and take the high road. You made a commitment to pass your PFA and everything else hinges on that PERIOD. No excuses, NONE. Your commitment to this has to be total and complete. If you fail one more time, you are OUT. Do you understand this?

If I were in your command, would NOT, and could not transfer you until you passed your PFA with flying colors. Once you do that then you get my full backing for anything you have earned. Notice I said, earned, not desire. Navy pays off for the things we earn. Once you have proven yourself, then and only then will you have a fighting chance to stay in the Navy.

Do I sound like I am giving you a hard time? I am telling you the truth, plain and simple. Your life and your career is in your hands, not mine or anyone elses. Get it together and earn what you want. You sir are done. For whatever reason you didn't stand up to the rigorous physical standards the Navy has set forth. You are now trying to waste time for those that will remain on active duty because they are within standards. After having retired from the Navy after 20 years I take a very dim view of someone that is unwilling to remain physically ready for their duty. You need to start looking for life after service, visiting the VA while still on Active Duty so if there are any physical issues they can be more easily connected with service. It makes you being rated much easier.
There are administrative steps that have to be undertaken. But the conclusion in this kind of deal is the same. You are leaving over this.
http://www.public.navy.mil/bupers-npc/reference/milpersman/1000/1900Separation/Documents/1910-170.pdf
The reference is from the military personnel manual.
