After completing my OBLISERV requirements for recruiting, do you think the Navy would sign off on an early release to join another branch?

I have about 8 months remaining on my contract after that. Do you think the Navy would sign off on an early release to join another branch? I know from recruiting I can't use a DD-368 because that's only for RC to AC. We do however, have a personnel request that goes to PERS-(whatever) which is a general request.
