Shouldn't that be 76 to 81? I don't see why not... Just go to the VA with your dd-214 and I think they will.

Did they deny you getting a card? If you are eligible for services I don't know why you wouldn't be able to get one.

Any Active or Reserve Military with an Honorable Discharge can get a VA ID that doesn't qualify you for any benefits. Follow this link for the documentation. It's basically the same as getting one of the new ID Me Drivers Licenses. https://www.va.gov/records/get-veteran-id-cards/vic/
