Alcohol responsibility: what worked for you and/or your people? What hasn't?

Let's face it, alcohol has significantly contributed to service members' crime and misdemeanor. What has worked in your opinion in minimizing such incidences?

As for me, when I was a post supervisor at Bangor, WA, I briefed my section to consider not drinking all together before liberty weekends. They were all tired of the same ol' broken record of 'don't drink and drive' so I had to challenge them to the next level. Your turn!
