Along with civilian recognition, does PMP certification also count as an official Army ASI?

Actually, "Smartbook" DA PAM 611-21, table 4-3 (around pg 55) states that PMP lists as ASI W5. Here's the rub, according to the paragraph its only authorized for 12A Engineers CPT through COL. So even if CPT Jones who is a PMP wizard cannot get it. I would assume that it is put on the ORB under certifications. MAJ Chu, it was just added with a bunch of other Engineer ASIs in the last few years. the engineer schoolhouse has information on how to get it added. I'm not sure if you can get it if you're not a 12A

That's odd because the PMP cert is not specific to the engineer or construction disciplines
