Am I authorized the Army Reserve Components Overseas Training Ribbon?

Under AR-600-8-22 Para 5-3A, it states "Effective 11 July 1984, all members of the ARNG and USAR are eligible for this award if they were active Reserve status members of the ARNG, USAR (not on active duty in the Regular Army), or AGR Soldiers at the time their unit underwent annual training or ADT on foreign soil." The way the regulation reads is that since I was in my reserve unit in 2014 when they went to the Dominican Republic, I am authorized the award as I was in an active Reserve status when they went. Am I correct? Any guidance is appreciated. I understand it's supposed to be for actually going overseas for an Annual Training, but the way the regulation reads is that I'm authorized the ribbon even though I didn't go. Have you asked your FLL or S1? Generally speaking, if you didn't go or don't have orders, it's not authorized.

You cannot wear an award that you did not participate in. If it is a unit award it should apply to those Soldiers who deployed. Double check with your personnel section.

No. You were on active orders at the time. In fact, if you were literally AT the same place AT the same time AT the same mission you would still NOT get the Overseas Training Ribbon. You were on different orders.

I don't know your orders of course, but you probably picked up GWOT whereas the rest of your unit didn't.

The overseas ribbon is a straight up company commander level memo.

Your PersO knows for sure. Their job to find out if they don't. Stay behinds are usually not included, if that's your case. Not always though. I've seen awards updates that spelled out a few names within a unit for eligibility in USMC. Different animal, but intent was to ensure someone that didn't deploy was not awarded. Have seen lat/long requirements, dates, time etc. All depends.

Negative. It’s not a unit award and you had to actually go. And you’re leaving out the part of having to have been there no less than TEN days.

If you didn’t have to actually have been there, the reg. wouldn’t give a minimum time.

If you didnt go you dint get it. Its like “1st platoon Charlie Co. 2/5th INF of the 33rd ID” going to Korea for 180 days and someone from the sister platoon going and asking to see if they qualify for the KSDM. If you did not go, you do not qualify.

You can't earn the Army Reserve Components Overseas Training Ribbon if you didn't actually deploy and train with the unit while overseas. You don't have to take our word for it. Feel free to contact S-1 and let them review the roster of names authorized for that award during the deployment. I understand your interpretation of the reg but unless you deployed I seriously doubt anyone will entertain you trying to get this on your OMPF.

Why do you think you would be authorized an overseas training ribbon, if you did not train overseas? If your unit went to Iraq in 2006, you think you would get the ICM for it?

Here is the criteria for the wear of the Amy Reserve Component overseas ribbon. 5–3. Army Reserve Components Overseas Training Ribbon
a. The ARCOTR was established by the SECARMY on 11 July 1984 as announced in DAGO 1990–15. It is
awarded to members of the RC of the Army (ARNG and USAR), for successful completion of annual training or ADT
for a period not less than 10 consecutive duty days on foreign soil. All ARNG and USAR Soldiers who accompany the
RC unit (including unit cells) to which they are assigned or attached as active duty for operational support during
overseas training are also eligible for the award. Effective 11 July 1984, all members of the ARNG and USAR are
eligible for this award if they were active Reserve status members of the ARNG, USAR (not on active duty in the
Active Army), or AGR Soldiers at the time their unit underwent annual training or ADT on foreign soil.

b. All AGR personnel, not assigned to a TPU, are also eligible for award of the ARCOTR provided they are ordered
overseas specifically as advance party to, simultaneously with, or in support of operations of RC units training
overseas. Ten consecutive days overseas must be met. Other AGR members overseas for any other reason are not
eligible for the ARCOTR.
c. The ARCOTR may be awarded retroactively to those personnel who successfully completed annual training or
ADT on foreign soil in a Reserve status prior to 11 July 1984 provided they have an active status as defined above on
or after 11 July 1984.
d. Soldiers must be credited with completion of at least 10 consecutive duty days outside the 50 States, the District
of Columbia, and U.S. possessions and territories in the performance of duties in conjunction with Active Army, Joint
services, or Allied Forces. The day of departure counts; the day of return does not.
e. The ARCOTR is a training ribbon, which does not conflict with service medals or decorations.
f. Numerals will be used to denote second and subsequent awards of the ARCOTR (see para 6–4)

Yes my friend SSG(P) Private RallyPoint Member since were assigned to a reserve unit in 2014 when they went to the Dominican Republic, you are authorized the award because you were in an active Reserve status when they went.

§ 578.39 Army Reserve Components Overseas Training Ribbon.
(a) Criteria. The Army Reserve Components Overseas Training Ribbon (ARCOTR) was established by the Secretary of the Army on July 11, 1984. It is awarded to members of the Reserve Components of the Army, (Army National Guard and U.S. Army Reserve), for successful completion of annual training (AT) or active duty for training (ADT) for a period not less than 10 consecutive duty days on foreign soil. ARNG and USAR soldiers who accompany the Reserve Component (RC) unit (including unit cells) to which they are assigned or attached as full-time unit support (FTUS) during overseas training are also eligible for the award.
(b) Effective July 11, 1984, all members of the ARNG and USAR are eligible for this award if they were active Reserve status members of the Army National Guard, U.S. Army Reserve (not on active duty in the Active Army), or AGR FTUS soldiers at the time their unit underwent AT or ADT on foreign soil.

A number of Soldiers have answered below.
You have to be in the Reserves and spend a minimum of 10 days in a country outside of the USA and conducting some type of training. Your Battalion will draw up the order and the Battalion Commander will sign it.
The award is a personal award meaning you have to have been present in the country and meet all requirements to receive it.
Unit awards such as the Presidential Unit Citation can be awarded to everyone in the unit even if they did not participate in the campaign that the citation was awarded for.

Ask your S1 or, better yet, HRC. I believe you will find that you must have been one of those who actually went.

This ribbon is for recognition of Soldiers who, while performing their annual training, were in another country for that training time (typically 14 days or more). Yes, the members of the unit are eligible, but they must be present and one of those who have orders supporting their movement to, and from, that country (typically the movement to orders have an end date).

If this was an active duty mobilization, where you were called to active duty under Title 10, then the ARCOT is not what you would seek, rather, it would be the OSR. But even that has time-length criteria which must be met IAW the theater of operations and the country. Typically you must complete 5/6ths of the tour, I country or theater, to qualify for the OSR.
