Otherwise the VA will issue you an ID Card to enter the VA hospital or VA clinic. The 100% ID card looks like a dependent ID Card which allows you PX Commissary and MWO; Nothing else. The VA will pay you compensation once you have been rated. Make a claim to the VA for a evaluation and a rating. A rating has to be service connected which you may have to provide a record of your injury while on active duty. It&#39;s for acsessing the military computer system among other things? And how could you get an uncharaterized discharge if youe an E-4? I thought that discharge was for those who discharged before 180 days....I could be wrong about all of this because I&#39;ve been out of the Army since 1981.
