However, often times when a supervisor does not have good writing skills they coyly ask subordinate leaders to provide input so that they can assess ones opinion of themselves. Bottom line is whether you want to push the issue making them produce documents via more senior leaders. If you yourself believe you are challenged with the sam writing skills there are many examples of strong/appropriate bullets that can be shaped for your own. In the end it is your decision regarding the path you take. But, in this age of promoting senior NCOs before training them to be NCOs has left us with a lack of skills, especially writing evaluations and counselings. So, considering that you know your accomplishments more than your rater, see this as an opportunity to give yourself the glowing evaluation you know you deserve. Of course the answer is no, but because of lazy leaders who think they don't have the time to properly counsel their subordinates, they pawn it off of them. Use this as a lesson learned and to not become that lazy type of NCO. Take the time to counsel your Soldiers. Trust me, Soldiers want leaders who are invested in them and their careers. As a small staff corps, we are frequently assigned to jobs where our FITREP is written by a Doc, line type, etc. who have no knowledge of the professional skill set, buzzwords, etc. Other times you have a Det way out there and the Reporting Senior won't know everything you've done. The important thing is, even if you don't write it, is you want to make sure all your good stuff gets into it. But you are responsible for what is on your support forms. The information on your support forms is geared toward helping the rater create your NCOER. That being said do not ever trust anyone with your career. I usually write up my own and provide supporting documents to my rater and ask them to agree/disagree/change the comments. Many senior leaders feel as if the rated NCO needs to keep up and write it all. A rating isn’t supposed to be a brag list, it’s supposed to be developmental and your overall performance with goals set for you. The sad part is, I’ve only seen NCOERs done correctly maybe twice. It’s an excellent tool for both ends of the NCOER. Unfortunately, it is pawned off and abused into a worthless sheet of facts. The Army promotes too fast not allowing for maturity and experience to develop. Unless this issue is resolved, we’ll continue losing excellent leaders.
