You have the right to lie even if it pisses the rest of us off. You do not have the right to benefit from that lie; that is fraud. Fraud is still a crime.
There is, unfortunately, no way to target stolen valor without criminalizing free speech. Get that free coffee from Starbucks though, I dare you.

If idiots want to play "dress up" and make believe they're something that they are not, that's all fine and dandy however they should be warned that does not necessarily shield them from the wrath that is the American Veteran. Go ahead and wear that bogus uniform. There's a real good chance that some big old burly ex-Army/Navy/Marines Corps dude going to come up and get in your face and make you wish you never decided to play dress up today.

I would suggest that you confiscate his uniform. He can keep his/her under ware.
