SPC Perez Kaufman, it would be in your best interests in laying out your situation in full rather than asking piece-meal advice. Your question/name had a ring of familiarity so I checked your profile.
So far you asked about what to do with a G2G non-scholarship packet*, what you should do with a DD 368 when transferring from Active duty to the Army National Guard*, and now how to interpret the regulation if you separate from the active component to join the Air National Guard.
While many on the board will help you with advice, your situation seems to keep changing. Are you approved in the G2G program? Are you currently on terminal leave and are joining the Army National Guard but don't know what to do with your conditional release document? Have you signed an enlistment contract with someone but nobody knows who to give it to?
There are so many discontinuities when you put your posts together it doesn't make sense. You're approved for the Army Green-to-Gold program to become an Army Officer through ROTC but are joining the Air National Guard and you and everyone else are completely in the dark about how to handle the paperwork, including presumably the individuals in the G2G program that you've been working with, because they all apparently forgot what to do.
Does that about cover it?

Once approved by my Bn Cdr, where does my G2G non-scholarship packet go to for approval at Cadet...
Just got my G2G non-scholarship packet back from my BC and he signed it since per AR 635-200 CHP 16-2C I'm eligible and CHP 1-20 states that an LTC has separation authority as long as he has JAGC officers appointed under him for CHP 8, 11, 16 my only question would be where does this packet go up to cadet command? or is it all local between my COC and my ROTC Battalion? And before it's asked Ive already looked into CCR 145-06 it doesn't state...

Under 16-2 (early discharge to enter into a program leading to a commissioned officer/warrant officer appointment), you were required to have been accepted to enroll at a college, and had a statement from the ROTC PMS indicating you were accepted into the program and that you met all of the entrance criteria. All this is given to your Battalion Commander before they can approve the early release.
After everything is in order, they review the commitments you are making and ensures you understand that your discharge is contingent upon your enlistment in the USAR as a cadet and execution of the ROTC student contract that was presented to him/her.
. . . and you decided you don't want to do Army ROTC anymore.
Frankly, I think you're lucky that your Battalion Commander hasn't recalled you from terminal leave and had your discharge revoked. At this point I would turn to my JAG officer and tell him to figure it out because I have a migraine.
Somehow it seems to be fine with them (just to be clear, they DO know, right!?), but you truly are going to hold a position of honor in the E-4 Mafia if you pull this off.
Ok ... your 4187 doesn't serve as your release. Your 4187 shows that your Commander has verified you met the conditions for your discharge and approved it. The 4187 still has to be processed by your S1 to the MPD. This should have been done a while ago in concert with the Army Cadet Command and recruiter to arrange the timeline of your separation and enlistment.
The 4187 comment just brings up more and more questions which I'm going to ignore although there are all sorts of alarm bells going off in my head right now.
I just spent the last 45 minutes trying to find something ... anything ... that could apply to your situation and I'm frankly at a loss. I think this is truly something that you will need to get the the various entities involved on a conference call and have them hash it out .. if it is hashable.
You will likely need to get HRC involved ... who is a guess, but likely separations branch. They might have had some experience with your situation and can assist. Again, I'm not really sure how you got to this point without having gone though all the other steps first.
