Not 'optional', the bow tie is worn in the dress configuration.

Generally your Chain of Command will designate the uniform required at unit events.
Civilian events of non-designated such as a private wedding where soldiers attend may request to use "Black Tie" but all attending members must wear them.
You don't want to be mistaken for the Bus Boy.

Are you asking because you :
1. Don't have one?
2. Don't know how to tie one?
or
3. Dont want to wear one?

If you intend on moving up in the military, you will be very likely wearing one again. NCOES class led formal dinners, dining in/outs. Really any military occasion that is the equivalent to a tux. You should just learn how to wear one. They are inexpensive.
