SPC Ryan Su, do you mean the level of the award (which award) you get at ETS? I don't think that's the case. I don't see it in the reg:

I'm going to have to agree with CW5 Private RallyPoint Member...there is nothing that mandates that an individual will receive an award (not even at PCS). Most Army units are just nice enough to ensure that Soldiers won't leave empty handed.
