Are fake twitter accounts a problem or is the reported 9-15% just a way for the left to start discrediting Tweets?

I saw a story today about "fake" or "bot" twitter accounts. It claimed up to 48 million are out there. While some are apparently "normal" accounts which automatically send out useful public information, the implication is that there are millions used to drive public opinion and false narrative.
No doubt some truth. If so how do media or other agenda driven groups use it and how effective is it?
