Are leaders allowed to deny soldiers the use of the gym or time to conduct physical fitness?

If your asking if commanders can establish a PT program , resource it , ensure the unit NCOs are trained to implement it, and then enforce it to be used... Then the answer is OF COURSE.
If your asking if the commander can order them to not use the gym in non training scheduled times "off duty" then generally, Id say no... but would need to hear the commanders justification

OK wait, your asking if the commander can direct a task or mission that precludes the SM from doing daily PT?
Its generally frowned upon, it is a violation of the SMA guidance on the topic, and last I read, the Army Chief of Staff standing guidance.
There are times the mission requires an SM's conduct training or a task during "standard" pt hours, but the commander can then direct another time slot for organized PT.
Say, sic-call operations for 4 medics and PA must be conducted 0700-1300 daily, the commander could direct unit PT for those tasked do be done 1400-1600 and then release for the day.
Or rail head operations for 4 days 0630-2000 for a company sized element... those folks will likely just misses PT for the week,

That is strange. Based on what you have said, I don't see any reason why your supervisor would keep the Soldiers from going to the gym. Unless it was to limit the chance of an injury.

Physical Training (unit level) is an outdoor event, we train to be a tough force - capable of engaging and destroying the enemy of the United States. I encourage you to embrace the challenges of wind, rain, and sun...get out there and embrace these harsh elements. However, if you want it indoors - it is not a hard process:
1. Ensure it is not a local SOP against the location.
2. Put some time & effort (real effort) into the planning of the event, use the 5 paragraph OPORDER to present the recommendation (this alone will help get you a yes from the Commander!)
3. Go to the company training meeting and pitch why you want to conduct the training in the gym.
(once its approved & on the training schedule, its essentially an order signed by the Commander!)
I am not a fan of doing unit training in a gym, I believe it is something we ought to do outside, as long as we aren't facing tsunami/hurricane/tornado on the ground etc....over three decades I've only seen a handful of times when there was an indoor event that was well planned, coordinated and executed and one on the best was conducted by a SPC.
