This is unacceptable and if it had been a male 1SG walking into female rooms with a key, this would have been deemed predatory behavior and the 1SG relieved. It doesn't take a regulation to point out that someone is wrong. Its they barracks to maintain. I doubt you will find it in a regulations. But like Jason said, because its unannounced and mixed troops, the IG should be informed, just like it was Male 1SG and female troops. Kaserne barracks were divided with female soldiers on the first floor and males on the remaining floors. While a First Sergeant had the run of his company area and barracks, he/she still had to announce themselves.

I remember once incident where we had a female troop collapse in the barracks. I was CQ at the time and was there until relieved. Top and the XO had been notified of the incident by CQ NCO. Top arrived and knocked firm and loud on the door and announced himself "Male on the floor. This is First Sergeant Smith."

He of course not knowing the state of dress of the females, thus allowing them a brief time to get covered prior to his entrance.

As to your stated situation, heck no that is wrong as the day is long. Two stops should be made. The first to the CO and the second to the IG. This First Sergeant has no business being in the position they are in. It's predatory regardless of the sex. That’s unlawful entry. The only time you can barge in legitimately is if you suspect danger to life, limb or eyesight. We’ve got someone being investigated for that over here right now. I’d consult with your local legal office first.
