ARNG enlistment contracts are with that state and your release has to be approved. A transfer to the Regular Army requires a release from the state authority as well. Basically the state has to approve releasing you from your current contract. The Army Reserve is a Federal component under the DA, which make it much easier than the ARNG for intra-state transfers or release to RA. Good luck, but it may be difficult getting your unit and state to release you to transfer to a ARNG unit in another state. Especially if you got a bonus on your last enlistment, or the ARNG paid for any training. Though if you haven't been to Airborne school yet, the chance of the unit sending you in the near future is pretty slim. These are aligned with the defunct BfSB organization, but most states retained them. If you can tell me your MOS, then it might be easier to actually tell you whether there's a unit.<br />Rhode Island has a few slots in Troop Command, in addition to C Co, 1-143rd which is airborne. I think one company is in one of the northeast states. The Bn are part of the 173rd out of Italy. Their assignment to the 173rd is kind of a test to see if the guard can keep up with the same training cycle as the active component.
