You are not going to find a program like that unless there is a research component required for the position that is being filled. There is no need for an officer to have a PhD. Most Masters meet the needs of the Army and officer higher education. By the way, CPIP is the Clinical Psychology Internship program which follows a 4 year PhD program (AMEDD) and HPSP is for Medical Doctors (M.D. and D.O.), Vets (DVM), Dentists (DDS, DMD), Optometry (OD), DPT (Physical Therapy), etc. As you can tell most of these are medical jobs which require a high degree of education and specialization..... If you would like a Ph.D. program, you can do Advanced Civil Schooling, which is where the Army will pay for you to pursue a graduate degree. I've known 2 or 3 O-5s who received a Master's and eventually a Ph.D. by doing this.<div><br></div><div>Another way would be to apply for FA 47, which is a professor at West Point. Once you apply to the FA and get in, I believe, you can then apply to schools for which you believe you'd be eligible. Someone from HRC may be more helpful with this though.</div><div><br></div><div>Finally, I know that the Army has a special program with the Harvard Kennedy School which would allow you to receive an MPP/MPA. It requires the GRE, and is usually for accessions into the FA 59. Contact the department you're interested in and learn about their application process. The number of officers selected each year depends on the size of the department. Most require you to have been a successful company commander because you not only teach a particular subject to the cadets but you also mentor them in their development as future officers. <br /><br />If selected, you head to fully funded grad school for 2 years with a follow-on teaching assignment at USMA. Most company grade officers earn a master's degree but I know several hard chargers that earned PhDs. There's a chance to teach again as a senior MAJ / junior LTC where they send you back to grad school for 3 years to earn a PhD.
