In most states, getting an incompetency judgement against someone is difficult. <br />But, that would get him away from the landlord. Emotional abuse rarely enters into a criminal realm because the victim is competent and making choices. Essentially, it isn&#39;t illegal to be a horrible person if you aren&#39;t physically harming people. However, if someone isn&#39;t mentally competent, their guardian can step in and get them out of the situation.
