BACKGROUND:
Traveling 650 miles (round-trip) takes it's tool after 2 years physically and financially (IDT Travel Reimbursement was rejected). Plus I am now a full-time graduate student. I put in for a TPU-TPU transfer request in June and after a little resistance, I was finally OK'ed [currently awaiting the gaining commander's signature then the losing commander's signature: my transfer is in process].

First, I received an NCOER on early November (4 months late) and I noticed substantial errors (admin and body) which were later corrected and on 5 December, I finally signed an NCOER for an ending period of 19 July ("change of rater"). My new rater was not officially assigned his post until 1 September.

I have been RST'ing with the gaining unit since October. I was relived from being the losing unit's Command Language Program Manager (CLPM) in early November and a few weeks later I was relived from leading Soldiers since I am "in the process of leaving and because Soldiers deserve a leader they see physically on drill weekend" (I could not agree more).

QUESTION:
Will my final NCOER (when the transfer orders are cut) cover "non-rated" periods?

Caveats:

1. Transfer paperwork is known to drag; not sure how and if "in-transit" applies in the Reserve.

2. I asked but still have not received an initial NCOER Support Form/Counseling as of today [7 December].

I don’t believe they will but you should check with your rater.
