Some key components are below:<br /><br />1. Renamed the Warrior Leader Course to the Basic Leader Course.<br /><br />2. Established a Master Leader Course to bridge the gap from SLC to SMA.<br /><br />3. All NCOs will be rank ordered at the end of each NCOES course. This will help identify those who were 1% away from Commandant&#39;s List and who was last.<br /><br />4. NCOES deferments must be approved by 1st GO in Chain of Command. Second deferment must go to next higher HQ GO. If they are reading every question, researching the relevant regulations and guidance, and putting effort to use what they had learned on a daily basis then yes.<br /><br />However, humans are naturally lazy. I believe that most will rush through it to get it done without getting into the weeds of the subjects being taught. We need to hold leaders accountable when they are potentially altering the course of a Soldier's career.<br />Rank ordering may or may not change things as how much does the 1059 really matter for WLC/ALC/SLC right now? Some people love a challenge while others are satisfied to meet the standards. Maybe 1059 ratings become part of promotion point scales like APFT and Weapons Qual?
