Yes.
if you are looking at a specific ARNG mob on tour of Duty (TOD), click on the position, if the "Who can apply" lists USAR, you can submit a packet.

NOTE: MOBCOP is not accessible outside NIPR (aka can't be accessible by a public computer). If you have access to a NIPR computer, use that to register for a TOD. Keep in mind that if you get selected you will need to work through MOBCOP to complete the process throughout until orders are cut for you.
