No but you need to work very g
Hard to get ahead of your field if you wish your performance to our way the GOMAR for future promotion. I have seen it happen, the SSGs were exceptional leaders.

I’m a soldier at Joint Base Lewis Mcchord. I received a gomar at my unit for a alcohol related incident a year ago and they decided to retain me in the army. I eventually got switched to another unit a year after the incident has happened. When it came time to rein list the retention lady told the 1stg about my gomar from my old unit and he is trying to chapter me for it. Is that possible to chapter after I already had my reading and punishment from my last unit?

No, it's for offenses in your current grade. Getting promoted basically counts as a waiver. You can pull up the latest MILPER on the HRC QMP website. They announce the eligibility and boards every fiscal year.
