Not everyone is cut out for military service, and even though he completed boot camp and was at his first assignment ... I'm sure he's not the first and he won't be the last service member to go AWOL.

A form to sign? Perhaps an Article 15 or a Court Martial? If someone comes back, they will likely take an Art 15 or CM, and begin to be processed out. If they do not come back, they will eventually get picked up and brought back. I have brought several back. I do not see the SM being held, as he will just leave again.
The truth is that serving is not for everyone, but....you volunteered, finish your service with honor.
