Is there a regulation on barracks inspections being conducted outside of duty hours?

Is there regulation on barracks inspections outside of duty hours ? For example can rooms be inspected at 1000 on saturday and sunday without a memorandum or commanders notice?

Things like that are not going to be managed by Army wide "regulations".

Choose your battles, lest the inspections happen at 0200 on Sunday.

The barracks are the realm of the 1SG and CSM. You are guests in those barracks. Can the Command inspect barracks on weekends? Yes. Are the rooms subject to inspections at any given time? Yes. As for reference, see your local post and company barracks policy.

Each command and Garrison have their own policy. Look at the Garrison and Command policies. I am very sure that the unit would not violate those policies, the answer is likely yes they can. For this insinuating harassment, the leaders do not wish to burn a weekend inspecting any more than the Soldiers do.

It is likely that your unit has issues related to the barracks and it inhabitants.

Harsh but true: the simplest answer is that "duty hours" are whatever the Commanding Officer says they are. If he wants the barracks inspected on Christmas Day, he can do it. Concepts like "days off" and "after hours" are fantasies the Army allows you to entertain in the interests of morale.
Your duty day started the moment you raised your right hand and took the oath of enlistment. It will not end until they hand you your DD214 and escort you off post.
This is, of course, not withstanding leave, weekend passes and furloughs -- all of which may be cancelled without notice.
Remember -- the Army is not a job. It's an adventure!

Having been one of those guys that had to come on a Saturday to do those inspections, let me tell you it was not my first choice of something to do on a Saturday. Nearly every time that we had to do that it was because the rooms were not ready for an inspection that had been announced or there was a condition in the barracks that was a violation of the Health and Welfare standards.
If your unit is conducting no notice walk throughs, there is something going on to make them needed not just a chain of command with nothing better to do.
