I don't remember anywhere in the UCMJ, or evaluations, or Army Command Policy where suspension is described as a technique to be used. Suspension is not relief. Under AR 600-8-2, any commander's investigation (formal or informal) or law enforcement investigation (military or civilian) is cause for a flag to be initiated. Doesn't mean anything punitive, it's an administrative tool pending the outcome of the findings. I believe it is AR 600-20 that says something about personnel cannot hold command positions while flagged, so they would be temporarily reassigned pending the outcome. It's not something new, it's just we are more aware now with the speed of technology and the HUGE spotlight we have on the military caused by the media's attention on recent cases.
