Perhaps they have a healthy sense of irony.
I've noticed that the practitioners of BLUF tend to be the most verbose e-mailers.

Most people don't know how to use it correctly. It should be a short synopsis not the whole situation as well.

I've noticed the same thing, and have also noticed long winded statements using KISS.

I can tell you that because of the nature of exactly what you describe, when I get a long email, I will often scroll to the bottom and see if there is a "BLUF" statement!!

I have found that most folks don't even know what the acronym means, just that it should be a short statement describing the problem/issue/etc.
