"To affect the conduct of a Government by..." That right there s the issue. Since the kids who caused the Boston Marathon did nothing as far as trying to make demands of the government on any level (city, state, federal) they cannot classify it as an act of terrorism. <br /><br />I agree that the acts were atrocious and that they caused mass terror at the scene of the incident. It essentially boiled down to the kids did it, because they thought they could get away with it. They were pretty mesed up in the head.
