In my opinion this leads to a lack of vocabulary and often confusion. Should we not expect our Senior NCOs to be on the same level as our Officer counterparts? What is the solution to this problem? This can be resolved at both the unit level as well as our Professional Military Education System by fostering an environment for learning and encouraging our Soldiers to achieve higher education. While we can only encourage our senior leaders to seek higher education I think it should factor into promotion scoring. This should separate those seeking to be better leader in this regard from those who are content where they are. It should also be reflected in their performance reports. If you are not continuously advancing your degree or seeking the next one then you should NOT have a perfect review score.
