In this case, your block leave packet can be denied. You had one job that day, put the minimum amount of bullets into targets to achieve qualification. You went through the zeroing process before getting up to the firing line, you should have been able to hit targets out to 200M easily. Therefore, if the 1SG thinks your leave request should be denied, he will advise the commander not to approve, and the commander will likely concur.
