Can a 1SG deny my promotion board appearance if the CSM already requested my appearance at his board?

I have a pending surgery. My CSM told me that he wanted me at his board this month, he talked to my NCOIC (SFC) and all was supposedly set. Today ( less that 24 hrs) my 1SGT told my NCOIC that I will not go because there was no packet ready. When I am certained that it is done but the whereabouts of such packet is unknown to me.

I don't know if you did so or not but for future reference it's always good to make two packets. One to turn in and one for yourself in case, as in your situation, it "gets lost".

Why is the location of the packet unknown to you? This is YOUR promotion and YOU need to make sure you remain eligible. And as SSG Private RallyPoint Member stated, you should always have multiple copies so when the cat with all the stripes says "I got no packet for this guy" you can present said packet to him on your way to make another copy to replace that one.

With all due respect to your CSM, that is not his call. You should be counseled on a monthly basis on duty performance, promotion eligibility, and whether you are recommended for promotion. No offense but you are just a snapshot to your CSM. Your immediate leadership knows and has counseled you on what you need to do to be a successful NCO. if these points are not in your monthly counselings, your leadership is failing you. You then have a legitimate issue to bring higher. Packet or not, if your name is not on the MOI for the board, there is a reason. Good luck on your upcoming boards buddy. Just make sure you take care of you and hold your leadership to the standard that you feel you need to be successful.

If no packet was submitted or cannot be found, it isn't the 1SG's fault. You and your NCOIC have the responsibility to not only fill out and submit, but to follow up on pending administrative issues. It is part of the promotion process to take such responsibility.

Your 1SG is the last line of defense, he makes the final call on who goes to the board and he is well within his rights to deny you to go to the board. Now, I am not saying that the action is right because I don't know the whole story behind his reasons and you may not as well. If your packet was not complete that this failure falls on your first line supervisor and yourself. Never forget that you are in full control of your destiny and you need to ensure all your files are good to go. Always ask questions and always check up on the progress of your personnel actions. Your 1SG can certainly keep you from attending that board, especially if the promotion packet is now lost. If you show up to the board, and there is no packet, the CSM will be calling your 1SG for an explanation. It's easier to explain why you aren't there than to explain why the packet isn't there.

Noel, That's not how the program works. Future reference, if the CSM invites you to a board go see the 1SG and let them know what has transpired. There is a boat load of tasks that are the 1SG responsibility to ensure are done before anyone goes to any promotion board for SGT and SSG.
Did you ever go to PAC and review your packet or provide any documents to anyone to put in the packet?
Sounds to me like a miscommunication, and yes the 1SG can keep you from going if your packet isn't in.

1st; the packet is your responsibility and your 1st line supervisor. 2nd; thank you CSM for thinking so highly of me, I will discuss this with 1SG, and I will make sure to square away everything for the board. And last, 1SG can prevent you from attending, but it is also his responsibility to give a fair counseling to help you improve in your shortfalls, if any. Also, the plan of action to help you get promoted, at the end, our job is to take care of you (subordinates).

I started out as a E-1 through E-6, Then went CWO, I learned yu are the biggest keeper of your records, when I was informed I would be going to the Board, I went straight to my PSNCO, and made sure my packet was in order, I had copies of everything. GOOD LUCK TROOPER
